any idea what could be wrong with the circuit ?
could the problem be with my soldering work?
              is this a good solder?

                Hi eessoo
-first re solder with a random suspect.
-Compared to the work of all the components and their values ??and installed in its place, especially in the area u2,u6.
                -Measure -5v ,+5v.
                - solder,, this is good with very high quality.
                you will

It would not hurt to clean the flux off your board. Use isopropyl alcohol, methyl alcohol, Everclear etc.

What is that flux made from? If it is rosin flux, it should be soaked in alcohol and scrubbed over and over if it has sat on your board for more than a few hours. Make the board spotless. Some kinds of flux must be removed with distilled water. Use whatever it takes.

Even if it's 'no-clean' flux it should be removed, but then don't worry about it being "spotless".

You need to replace those 15k resistors with 51k.

                        the blue resistance read 238k
and u are right about the 51k resistance i thought it was 15k
the flux i used is (http://www.alibaba.com/product-free/...showimage.html)
it says on the cover ( for soldering and tinning ) and ( free from acid ) in french
so i should soak it in alcohol and use a tooth brush?
and please use the last image i uploaded it's a different PCB
