Nooo, not if they're soldered. But I would pop the ICs out of sockets and clean there.

I read somewhere else where you said your flux is "non-conductive". For that, you do not need to be as thorough in removing as you would if you were using the older style rosin flux. But you should still try to clean it away.

        Stop.
Unless you have compressed air to blow the old alcohol or water away you should let your PCB dry for several hours or even overnight before powering it up.

After that, make sure you still have -5V.

          Hi eessoo
To clean the upper surface which Is located components use the dry spray and wait for hours to the best fully dry and then try.
Method:- Put the PCB in vertical position is then spray it in places that need cleaning, With left dry in the same vertical position.
          best time

Some 20 years ago when I was starting my career as a fresh engineer, in USA we still used a freon spray to clean just about everything. It worked perfectly. Everything was clean as a whistle in a jiffy. No drying or other boring procedures afterwards. It made incredible bubbles in your hand too. it was fun. Too bad it is unlawful now everywhere but in China. Guess that's the reason why all that "ecology" and "green" and "planet friendly" solar panels that require large quantities of freon gas for cleaning are produced in China. It is much cheaper to just evaporate it than to recycle it in a true environment friendly facility.
