Reading the instructions carefully, it appears that the electronic enclosure rotates on the handle. In other words, it's yet another useless dowsing gadget with some fancy electronics to fool the technically challenged.

I presume this is the type of device that Dell constantly complains about as being designed by EEs. At least it's a better attempt at deception than the rubbish produced by Ranger Tell. :D
