The device you are showing has an LCD display, but the circuit diagram is a simple T/R detector with no display. The circuit uses a tone decoder to detect when the received signal is within the passband and triggers an audio output. They are not the same.

The circuit diagram in posting #1 is ultrasonic distance meter designed in Bulgaria.

As someone pointed out on that forum, the opamp inputs have been drawn reversed.
