The billion bucks must be coming from the LRL manufacturers themselves, since they're marketed to people who know they're being scammed are in denial, and someone's gotta provide the information that qualifies the customer!

And that $25K prize? My theory is that the money really exists and the offer is real, but the money is Organization money with Carl merely the front man, and the LRL manufacturers want to make sure nobody collects it since actually it's their money. The only way they can make sure the money stays where it is, is to fill customers' heads with malarkey excuses (we've seen the alabis, they came from somewhere), and to make sure that no working LRL's get into the hands of any customer over whom they don't have control.
