Remember what happens to a conductor in a changing magnetic field--it generates electricity. The earth's magnetic field is in constant motion. That's about the extent of my physic's knowledge on this subject.
But I guess this effect used in the electronics of the locator device would be to accumulate a magnetic field surrounding the target. That field can "pulse" like a loudspeaker.
