Beside the battery,(please check again) you are sure r3 c2 is correctly connected?
With those components connexion revised, I believe it can work to measure some rf signals strengths, but for what purpose?

2.i think yes.this circuit is peramp for detect vlf signal.tp1 is out put for audio amp or other Equipment
