water proof metal detector

hi , how can i make a small waterproof Metal detector for the sea about 1m depth and less , i want it for vacation , something small like a stick because here in GREECE detecting on the sea is forbiden , i found on ebay a detector too small but too expensive for me so i,m looking for handmade waterproof detector !
